Fn Button On Mac

It's a little annoying to be pressing Fn + Tab when I wanted a Control + Tab and the position of the Control button in the new Mac keyboard layout is just very uncomfortable for any finger to reach. Does anybody know how you can make the Control and Fn buttons change function like how you can change the modifier keys in System Preferences? To make up for a lack of keys, early laptops came with a special function key, the Fn key. This was used in combination with other keys like a Shift key, giving those keys multiple purposes. On the old Compaq SLT the Fn (function) key is located in the lower-left corner, enclosed in a rectangle.

The wireless keyboard works perfectly in MacOS Sierra, no issues with fn-key there. The built-in keyboard on the MacBook and it's fn-button works fine in both Mac OS Sierra and Windows 10.

Reinstalling 'AppleKeyboardInstaller64.exe' in Windows does not help.

Disable/enable the HID Keyboard Device in Device Manager, does not help eiter, nor updating driver.

Using tools such as SharpKeys (in Windows) doesn't even detect the fn-button, which leads me into thinking this is a low level driver issue.
